Fluctuations in the price of goods do not only occur at the consumer level, but can also occur at the producer level. This can occur due to several things, including the level of availability of goods and the geographical conditions of an area that cause disruption in the distribution of goods such as natural disasters, landslides, floods, etc. which cause disruption in the distribution of goods on land routes, high waves in the sea which cause awkward distribution of sea routes, etc. Extreme price fluctuation at the producer level deserves to be controlled because it will have an impact on price fluctuations at the consumer level.Therefore, a government policy is needed to maintain price stability for goods / commodities by monitoring price developments. To support this, an indicator is needed to describe the development of commodity prices. Price developments are required at the distributor or wholesaler level because of distribution problems carried out by these traders. This indicator is the Wholesale Price Index (IHPB) obtained from the Wholesale Price Survey (SHPB). IHPB is an index number that describes the magnitude of price changes in the wholesale price level of commodities traded in an area.The Wholesaler Price Survey (SHPB) is carried out every month which is carried out in all regencies and cities in Indonesia including in the City of Bukittinggi. HPB Survey respondents are wholesalers who sell commodities included in the national IHPB commodity package (pakom). The wholesaler in question may be a distributor, sub-distributor, agent, sub agent, wholesaler and others. Specifically for export / import commodities, respondents are exporters and importers who export or import these commodities. The types of items selected in the HPB survey enumeration are the types of goods in accordance with the standard.
