Bureaucratic Reform is an effort to change the work culture and morals of ASN and improve the bureaucracy that is prone to fraud. Bureaucratic reform is an obligation, not something new and an option for every government institution. The Bureaucratic Reform Program which has been started since 2010 with the issuance of Presidential Regulation No. 81/2010 concerning the Grand Design of Bureaucratic Reform (GDRB) 2010-2025. The objectives of Bureaucratic Reform include creating a professional government bureaucracy with characteristics, integrated, high performance, free and clean of KKN, capable of serving the public, neutral, prosperous, dedicated, and upholding the basic values and code of ethics of the state apparatus. Bureaucratic reform at BPS Kota Bukittinggi was marked by the implementation of the Integrity Zone Development. The integrity zone is the dummy for the implementation of the bureaucracy at the top level. BPS Kota Bukittinggi since 2016 has been actively and independently trying to build a clean environment from KKN, gratuities and conflicts of interest. Establishing a Whistle Blowing System (WBS) to handle public complaints is an important step in implementing the integrity zone. In addition to all internal employees, BPS Kota Bukittinggi also appealed to other agencies and the general public to avoid all forms of fraud, MAY TOGETHER STOP KKN, REJECT GRATIFICATION AND AVOID CONFLICTS OF INTEREST
