The NER is the proportion of the population in a certain education level age group who are still in school at the appropriate level of education for the population in that age group.

The APM value ranges from 0-100. The NER shows how many school-age residents have used educational facilities according to their level of education. If all school-age children can attend school on time, the NER will reach 100 percent.
